Hair in The Sims 4 is considered a downgrade in comparison to previous iterations of the Sims franchise. While hair in The Sims 2 had animation to it, this feature was stripped from Sims 3, and left out again from Sims 4. There was briefly a rumor that Sims 4 would have animated hair and hair that grew over time, but this proved to be an error in translation.
As far as moving hair goes, that would require a lot of animations work and would actually affect game performance. We would also need to add more physics into the game just to support the movement of hair. We know this is something people do want, but we just don’t have the resources available to make it happen with The Sims 4. --SimGuruGrant
There are a total of 18 hair colors in the Sims 4. (Not including CC)
Children only have access to 9 of the 18 colors, [Black, Dark Brown, Brown, Red, Auburn, Orange, Dirty Blond, Blond, and Platinum Blond.] Presumably because it is assumed that children shouldn't be dying their hair unnatural colors, and would not naturally have the salt and pepper styles. Teenagers, Young Adults, Adults, and Elders can also have White, Silver/Grey, Pale Pink, Pink, Dark Blue, Teal/Blue, Green, Brown-Grey, and Black-Grey hair.

YF (Young Female) Edit
There are 43 hairstyles for YF in the base game.
GrannyBun is the only hairstyle that was added between the release of the CAS demo and the full game.
These hairstyles are enabled for teen, young adult, adult and elder, except for Pigtails and BunsBack, which exclude elders.
YM (Young Male)Edit
There are 23 hairstyles for YM in the base game.
Bald, Balding, BaldingStubs, and ShortReceding are not available for teens. Teens can, however, have gray hair.
CF (Child Female)Edit
There are 11 hairstyles for CF in the base game.
CM (Child Male)Edit
There are 9 hairstyles for CM in the base game.
CU (Child Unisex/Universal)Edit
There is one hairstyle that is universal for children.
